Description
Jamison Professional Services, Inc. (“JPS”) is currently seeking qualified and motivated professional for the position of Contracts Administrator/ Project Manager.

Contracts Administrator

Responsible for the day-to-day administration of contracts for both Federal and civilian agencies.

Directly interface with the government on scope, schedule, cost, and contract matters including official correspondence and price quotations.

Attend government meetings and serve as primary client liaison/advisor to senior-level clients, within the Federal government and local government communities

Develop budgets and schedules, in an effort to monitor tasks against contractual/project requirements.

Monitor and manage project schedule, staffing and contract matters to ensure compliance at the lowest level

Oversee all aspects of Firm Fixed Price (FFP), Time & Material (T&M), Cost Plus Fixed Fee (CPFF) and Indefinite Delivery/ Indefinite Quantity (IDIQ) contracts

Travel to off-site meetings to discuss contract performance and coordinate proposal debriefs with clients. Research and compile data for DCAA and DCMA audit requirements

Prepare and submit various contractual data to clients (i.e. subcontract reports, limitation of funds/cost letters/ email, change in key personnel notification, insurance certificates, request for renewal/contract extensions/ modifications, amendments, WD compliance documentation, etc.)

Negotiate task orders and prepare budgets, hours and work estimates. Partner with government clients during contract acquisition and fulfillment.

Manage the quality control program/process per each call order, task order, contract, blanket purchase agreement (BPA) or contract vehicle

 

Program/ Project Manager

Manage 100% of contract personnel and report performance against customer requirement to ensure contractual cost, and schedule objectives are met.

Create staffing reports and data tables to effectively monitor retention and attrition and report the results to the government as required.

Provide monthly progress reports containing performance information as specified in each individual call order, task order, contract or BPA to government officials as required.

Identify, track, mitigate, and resolve risk issues per each contract, call order, task order at the lowest level. Develop proactive approaches to solve problems or find efficiencies.

Perform as JPSs’ primary administrative representative having full authority to act on matters pertaining to the performance of the services required under a call order, task order, contract, BPA

Shall serve as the primary interface between government and contractor personnel, and shall review and monitor contractor technical work for overall quality, efficiency, and timeliness.

Communicate with Contracting Officer or Contracting Officer’s Representative on any unusual situations.

Manage contract to a Work Breakdown Structure (WBS) and an Integrated Master Schedule (IMS) and submit to the government as required and file electronically per the specific contract folder.

Support full cycle hiring process including reviewing resumes, screening candidates, conducting interviews, and selecting candidates and/or making hiring recommendations to Human Resources Manager.

Proposal/Technical Writer

Research potential bid opportunities and participate in proposal and capture efforts.

Develop and prepare proposal documentation, including proposals, presentations, capabilities statements, resumes and bios and other related materials, including monitoring changes to documentation deliverables.

Investigate, gather data, organize, write, edit, and produce an acceptable, well produced, well thought out proposal.  Ensure that the complete proposal being presented to the client is complete, accurate, and meets request for proposal (RFP) or request for information (RFI) requirements and editorial criteria

Analyze government solicitations (RFPs, RFIs, etc.), to determine document structure.  Create and submit RFPs, RFIs, etc. to the government

Manage the responsibility of the entire proposal process from sources sought, capabilities responses, and requests for proposals thru proposal response submission. Prepare detailed proposal plan, schedule, outline and compliance matrix. On occasion, provide bid and no-bid recommendations.

Monitor e-buy opportunities for the company and manage process and procedures for proposal submission on e-buy.

Research opportunities for GSA TAPS and MOBIS schedules, submit bids, coordinate contract start up including resume review, approval and submission, employee start, end and/or extension dates

Carry out full-cycle RFP oversight by analyzing and evaluating all responses, conducting risk analyses, identifying contract vehicles and financial instruments, integrating proposals, and leading the negotiation process during pre-award phases.

Generate, review, and edit proposal responses to a variety of Federal Government requests for information, request for quotes, task orders, requests for proposals, and past performance documentation
Work with the Finance Manager to ensure all rates submitted to the Government are accurate and without error

Other Skill/Requirements

As a Contracts Administrator, the successful individual must possess a strong work ethic.  They must be able to work under pressure in a fast paced, time-sensitive environment.  They must possess the skills to problem solve and critically think in an ever changing environment.  The successful individual must be extremely organized, possess high level communication skills both verbally and written, with excellent proof reading skills.  They must also be a competent “people person” with strong interpersonal skills and a proven ability to work well with individuals at all levels. 

A Qualified Contracts Administrator must possess some experience with procurements initiated by Federal Government agencies to include but not limited to Department of the Army, Department of Defense, Department of Navy and Department of Air Force, National Institutes of Health, Defense Intelligence Agency and Department of Commerce, The Department of Veterans Affairs, General Services, Administration and the Department of Homeland Security procurements.

Working Knowledge of the FAR federal regulations, policy, and statues is required.
