Jamison Professional Services, Inc. (“JPS”) is currently seeking qualified and motivated candidate for the position of Scientist II.

 

JOB DESCRIPTION

The contractor will serve as a Scientist III in the Sustainable Fisheries Division.  This person will support the Gulf of Mexico Catch Share programs.  Primary responsibilities will include answering the Catch Share support phone line, and reviewing and processing catch share related transactions and forms.

OBJECTIVES

The contractor shall accurately perform the following tasks: 

  1. Catch Share Support customer service (50%)
    1. Answer the Catch Share customer support line and supply answers to questions about Catch Share programs.  The customer service support tasks include:  assisting fishers and dealers with their account, set-up and login, assisting fishers/dealers with completing transactions within an account, and questions about how to fish under a Catch Share program.  SF staff will provide the contractor with Training manuals with answers to these questions as well as provide support staff to assist with information not contained within the Training manuals.
    2. Participate in dealer outreach events with SF staff, where Catch Share support staff meets dealers and fishermen who are participating in the program to answer questions.  This may include travel from Texas to Florida Keys as the program encompasses the entire Gulf of Mexico.  Travel will be 2 to 3 trips per year, with each trip lasting 2-3 days.
  2. Data Analysis and Management (50%)
    1. Review share transactions using SQL queries and MS Access database procedures to ensure that the recipient is not exceeding a share cap.
    2. Audit landing notifications and transactions to link forms using the web-based Catch Share software.
    3. Process account applications and create new user accounts.
    4. Process landing correction forms
    5. Update and print new user packets.
    6. Prepares correspondence, reports, and other materials.
    7. Edit Catch Share program documents (e.g., Frequently Asked Questions, Fishery Bulletins, etc.)
    8. Fulfill data requests about the IFQ program, including creating/running queries, exporting the data to Excel, analyzing the data in Excel, and creating meta-data files.
    9. Participate and work on Amendments related to Catch Share programs, which may include analysis of data and prediction of consequences of future management actions.
  3. Attend staff meetings and catch share support meeting

REQUIRED QUALIFICATIONS

Required

  1. Knowledge of fishery management: knowledge of or experience with the development of fishery management plans, the Magnuson-Stevens Fishery Conservation and Management Act, National Environmental Policy Act, and experience in limited access privilege programs (e.g., Catch Shares, IFQ, ITQ)
  2. Experience in writing or modifying in SQL language for data analysis
  3. Excellent interpersonal and customer service skills, ability to deal with challenging personalities
  4. Ability to work with interdisciplinary teams to develop recommendations for improvements in operating procedures
  5. Experience using MS products (Word, Excel, Powerpoint, and Access).
  6. Experience conducting outreach events in talking with the public and creating materials (e.g., Frequently asked questions documents, informative one page documents, newsletters) in plain language

Desirable

  1. Knowledge of fishery management processes (i.e., Fishery management councils, fishery plan amendments)
  2. Experience preparing written reports related to fishery management and scientific activities for higher level management
  3. Experience in publishing and design software (e.g., InDesign)
  4. Outreach experience with fishermen (e.g., participation in workshops, leading workshop with fishermen)
  5. Experience working directly with the fishing community
  6. Knowledge of using MS Excel’s data analysis toolkit.
  7. Government Clearance is a plus
