DESCRIPTION OF SERVICES:
The objective of this requirement is to provide Temporary Personnel Services for daily employment services in support of the operation of Dekalb County in Georgia. County departments will require the services of temporary personnel to assist with special projects of a time-limited nature, to fill in for staff on vacation or extended leave, and/or to assist during periods of peak activity. Skills test may be administered to assess proficiency levels.
The Auditor is responsible for independently reviewing and examining the financial records, operations, and compliance of various county departments to ensure accuracy, efficiency, and adherence to regulations, producing detailed audit reports that highlight areas for improvement and potential risks, all while promoting accountability and financial integrity within the county government.
MINIMUM QUALIFICATIONS:
- Bachelor's Degree in Accounting, Finance, Business Administration, Organizational Management or related field.
- Three years of experience in internal auditing.
- Equivalent combination of education, training, and experience that provides requisite knowledge, skills, and abilities.
PREFERRED
- Certified Public Accountant (CPA) or Certified Internal Auditor (CIA) designation preferred
- Strong understanding of governmental accounting principles (GASB)
- Excellent analytical and problem-solving skills
- Detail-oriented with strong organizational and time management abilities
- Excellent written and verbal communication skills
- Proficiency in audit software and data analysis tools
- Knowledge of relevant laws, regulations, and internal controls
- Bilingual a plus (but not a requirement)
JOB DUTIES AND RESPONSIBILITIES:
Tasks include, but are not limited to, additional duties as assigned.
- Conduct financial compliance and operational audits and fiscal analysis.
- Evaluate the effectiveness of the County's fiscal and operational systems of internal control and compliance.
- Research and analyze technical transactions and financial models.
- Test audit trails to identify potential errors and ensure fiscal accountability for all transactions.
- Conduct contractual audits and review the development and administration of contracts.
- Ensure contract preparation and execution complies with County purchasing policies and procedures.
- Conduct administrative process audits and analyze compliance with applicable laws and regulations.
- Consult with department heads and program administrators regarding financial and administrative processes.
- Research, compile, and monitor statistical data pertaining to department operations.
- Prepare and submit audit reports.
HOURS OF OPERATION
Normal working hours are 8:30 A.M. to 5:00 P.M., Monday through Friday.
During the assignment, temporary personnel shall not work for any period over eight (8) hours per day for a maximum of forty (40) hours per week without prior authorization.
DeKalb County government observes eleven (11) holidays during each calendar year: New Year’s Day, Martin Luther King Jr. Day, President’s Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veteran’s Day, Thanksgiving Day, the day after Thanksgiving and Christmas Day. Whenever a County-observed holiday occurs on Saturday, the previous Friday will be observed. Whenever a County-observed holiday occurs on Sunday, the Monday following will be observed.
