DESCRIPTION OF SERVICES:
State Accountants ensure accurate, efficient, and compliant fiscal operations at the State level through oversight of financial transactions and records; preparation of comprehensive and accurate reports; establishment and maintenance of internal controls, policies, procedures, and programs; and development, maintenance, and enhancement of automated financial information systems. State level encompasses or impacts operations of agencies across all branches of state government, and may also include schools, counties, municipalities, or other organizations.
REQUIRED AND DESIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
1. One year of experience in analyzing financial data or automated financial information system data, developing alternatives, and recommending and advising customers, management, or others on solutions.
2. Six months' experience in compiling, analyzing, and reporting on financial data to ensure effective and efficient accounting of funds or to make projections for financial planning.
3. Six months' experience in ensuring compliance with accounting or payroll laws, rules, regulations, standards, policies, and procedures.
4. Six months' experience in making recommendations for changes or improvements to financial processes, procedures, forms, or automated information systems
• Knowledge of business requirements analysis and implementation of new functionality, services, upgrades and enhancements.
•Knowledge of effective corrective measures for bringing state accounts into compliance.
•Skill in researching, compiling, and analyzing financial data and reports to make recommendations on inquiries, requests, or system problems while ensuring data and system integrity and security.
•Skill in interpreting, explaining, and ensuring compliance with applicable laws, rules, regulations, standards, policies, and procedures, and internal controls.
•Skill in preparing and interpreting a variety of financial reports and recognizing data anomalies.
•Skill in conducting special assignments and projects.
•Ability to train and provide guidance to individuals on proper accounting processes, procedures, and techniques using automated
financial information systems.
•Ability to resolve challenges independently and escalate as appropriate.
•Knowledge of professional accounting principles, practices, and standards including Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) as they apply to state operations and financial reporting.
•Knowledge of applicable federal, state, and private-sector laws, rules, regulations, standards, policies, and procedures.
•Knowledge of the methods and techniques used in researching and analyzing inquiries, requests, or system problems.
•Knowledge of the principles and practices of project management.
•Knowledge of financial and system impacts on organization and operations of agencies within state government.
•Skill in providing routine technical guidance, consultation, and recommendations.
•Skill in using computer software and automated information systems to research, review, evaluate, and report on data.
•May have skill in maintaining, reviewing, and verifying table configuration in an automated information system.
•Ability to research, compile, and analyze financial data, queries, and reports.
•Ability to communicate effectively, both orally and in writing.
•Ability to establish and maintain effective working relationships with a variety of people
JOB DUTIES AND RESPONSIBILITIES:
This is experienced level state accountant work ensuring accurate, efficient, and compliant operations in one or more fiscal oversight function(s) at the State level. In addition to work performed at the State Accountant I level, employees independently perform the full range of Essential Functions under general supervision.
•Receives general supervision from a technical or administrative supervisor; the supervisor provides general direction on all assignments, and regular review of progress, accuracy, and quality of work. Supervisory advice or assistance is provided as needed.
•Provides guidance, direction, and recommendations on diverse financial transactions, system processes, reports or other financial data that is more complex such as explaining appropriate accounting methods and techniques, relevant application of laws, rules, regulations, standards, policies, and procedures, or resulting corrections, adjustments, updates, or other actions to resolve discrepancies or errors.
•Independently conducts research and analysis to identify, diagnose, and troubleshoot discrepancies, errors, unexpected results, or process flaws; keeps supervisors/managers informed on status, challenges, and concerns.
•Identifies and documents functional and technical requirements describing what the system, process, or service must do to fulfill business needs and objectives.
•May lead staff by assigning, monitoring, and reviewing work and providing on-the-job training, guidance, and direction.
•May supervise two or more merit full time positions* (*lower-level positions, not in this State Accountant series). The elements of supervision include performing the following on a regular and continuing basis: planning, assigning, reviewing, evaluating, coaching, training, disciplining, and recommending hire, termination, and promotion.
•Communicates effectively with state agencies, organizations, vendors, or others to gather and evaluate information and provide technical recommendations, guidance, and direction.
HOURS OF OPERATION: 40 hours per week, Monday through Friday (excluding federal holidays).
