JOB TITLE: Program Analyst IV – Bethesda, MD

OVERVIEW:

This position shall provide analytical support, program evaluation, management analysis, and direct assistance to the Directorate for Resource Management, Cost Analysis and Program Evaluation Department as well as Walter Reed Leadership and staff of Walter Reed National Military Medical Center, Bethesda, Maryland.

DUTIES & RESPONSIBILITIES:

This position shall provide the following services:

  • Coordinates the data quality of the Defense Medical Human Resource System - Internet (DMHRSi).
  • Individually manages the in-processing and out-processing of all MTF personnel at WRNMMC.
  • Inputs, maintains, evaluates, and compares pertinent data and information.
  • Documents errors and missing information, researches and obtains missing data, clarifies discrepancies and inconsistencies and compiles reports.
  • Reviews data and processes documentation regularly for accuracy and efficiency.
  • Continuously verifies Officer Distribution Control Report (ODCR), Enlisted Distribution Verification Report (EDVR), Officer Slates, borrowed military, GME/GDE, Army, HRO civilian crosswalk, Limited Duty/ Med Hold/Med Board, contractors, volunteers, and Reserve/Augmentation/Mobilization personnel for WRNMMC and Branch Clinics.
  • Evaluates and monitors monthly reports to discover, report, and rectify discrepancies.
  • Has knowledge of management principles, organizational theory, and techniques of statistical analysis and evaluation, along with knowledge of standardized administrative practices and procedures.
  • Continually gathers and correlates large amounts of narrative and statistical information.
  • Organizes, analyzes, interprets, and presents statistical information to Management.
  • Performs statistical analysis, research, interprets, analyzes and prepares written and oral orrespondence proposals and presentations to support effective program mission accomplishments and Human Resource utilization.
  • Reports, advises, and provides program related information to the DMHRSi Coordinator on strategic planning, policy, and program operation and performance accountability for the development and administration of the DMHRSi program.
  • Assists with the development and revision of policies, procedures, programs and instruction relating to unique operations relative to the educational and licensure process.
  • Creates, manipulates and generates spreadsheets/reports as requested.
  • Coordinate with department to ensure that personnel database is accurate and updated.
  • Attend local and non-local training related to current tasks description. Must be identified as contractor.
  • Use DMHRSi template to build and/or edit MEPRS man-hour timesheets. Collectively managing over 21,000 timesheets a month.
  • Complete data quality checks and correct errors between DMHRSi data and workload or financial data using the Expense Summary Verification Report (ESVR). **Note this is a very time-consuming attention to detail skill that requires patience, experience, and 21 DHA PWS Template V13 November 16, 2021 initiative in peeling back the layers to determine root cause analysis and corrective action. This involves using DMHRSI, CHCS, EAS (Expense Assignment System), financial system (GFEBS).
  • Enter data into pre-built worksheets using various sources. Enter man-hour data in DMHRSi LCA timesheets.
  • Keep local desktop record their work progress, for example, templates built, number of records entered, in pre-built MS Access and/or DMHRSi worksheets.
  • Ensure accuracy between DMHRSi HR vs. Staff Roster vs. WRNMMC MEPRS DMHRSi LCA Dept/Directorate file by comparing all three then reporting and correcting any discrepancies to DMHRSi HR, LCA Supervisor, and Dept representative.
  • Conduct an annual review of WRNMMC Manpower Organizations code to match with MEPRS.
  • Provide training to new and existing MEPRS coordinator staff members and DMHRSi LCA Super Users and DMHRSi Approvers. Training as needed for new employees and new approvers/super-users.
  • Collaborate with upper-level management staff members and make recommendations to the Government concerning the process of developing and conducting annual stand down MEPRS training to entire WRNMMC staff. Must be identified as a contractor employee. May not represent or commit the Government.
  • Assist customers (submitted trouble tickets) for entire WRNMMC staff regarding their MEPRS/DMHRSi data file. This includes assisting with accounts, passwords, logon, templates. Trouble tickets average between 10 and 20 tickets a week. Collect monthly man-hour reporting timesheets.
  • Overtime may be required
  • Local travel may be required. Occasional local travel for training (usually no more than twice a year).

QUALIFICATIONS:

  • Must have a minimum of 2-3 years' experience of management principles, organizational theory, and techniques of statistical analysis and evaluation, along with knowledge of standardized administrative practices and procedures with an associate degree or higher.
  • Extensive knowledge and familiarity of various Microsoft Office programs to include Word, Excel, Power Point, Outlook and Access; in addition, must have the ability to learn new systems and programs.
  • CRITICAL THINKING, analytical skills/experience. ATTENTION TO DETAIL AND INITIATIVE.
  • Customer service experience: exceptional communication skills, as well as the ability to display tact and diplomacy while dealing with others.
  • Experience in organizing and maintaining files (exceptional organization skills required).
  • Communication and presentation skills (training and presenting to over 100 personnel).
  • Ability to learn DMHRSi, the Expense Assignment System (EAS), workload reporting, CHCS and financial data. 22 DHA PWS Template V13 November 16, 2021
  • Ability to learn and conduct data quality checks. Basic knowledge of MEPRS and DMHRSi, CHCS, STARS-FL, GFEBS.
  • A BLS certification is not required.
