DESCRIPTION OF SERVICES:
Our goal is to have a contract in place to enable our vision impaired employees the ability to fully contribute to the team’s effort by contracting a reader to assist them in their duties. The selected contractor will be required to provide up to thirty (30) hours of reading work and minor computer assistance a week for our Veteran Readiness and Employment office (VR&E). Additional hours up to two (2) hours per week may be requested to provide Reader services in the event of unscheduled trainings, town halls and meetings as well as Reader services for veterans and their dependents at the Roanoke Regional Office. The hours will be scheduled on a weekly basis.

REQUIRED AND DESIRED KNOWLEDGE, SKILLS AND ABILITIES:
Associates Degree or Equivalent and some prior office experience.
Extensive knowledge of composition, grammar, spelling, and punctuation
Proficient computer skills including Microsoft Office Suite
Requires at least two (2) years’ experience working in an office environment
Prefer previous experience working with the Blind/Low Vision

Job Duties and Responsibilities:
• Providing reading support via Microsoft Teams in a virtual environment
• Reading aloud materials not accessible with screen reader
• Navigating many different VA computer systems: BDN, CAPRI, COVERS, CWINRS, TMS, ETA, VBMS, Virtual VA, DRAGON, IPPS e-VA and SHARE screens not accessible with screen reader
• Ensuring formatted letters and forms are correct
• Assisting in reading/digitally signing PDF documents
• Assisting in navigating, reading, and operating Microsoft Excel
• Assisting with mouse/cursor manipulations
• Providing such other visual aid services as may be needed and reasonable under the circumstances to assist the employee with completion of job assignments
• Travel may be required for official government travel

HOURS OF OPERATION
The contractor is responsible for reader services, between the hours of 8:00am – 4:30pm
Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The up to 30 hours per week will be mutually agreed upon and scheduled in advance during the Hours of Operation as stated above.

PRIMARY PLACE OF PERFORMANCE:
To provide reader services for a blind employee, the primary place of work to be performed under this contract will be at the employee’s home located in Salem, Virginia 24153. The secondary place of work to be performed under this contract will be at the Roanoke Regional Office located at 210 Franklin Road SW, Roanoke, VA 24011.
TRAVEL:
The contractor will be expected to assist VA employee while on official duty travel with such things as, driving, orientation to physical surroundings, travel from place to place, and reading services as needed while on travel. The places this assistance may be required: Hampton, VA, Norfolk, VA, Richmond, VA, and any other place in the USA where VA employee may be required to travel for official duty.

Clearance Level Required: Must be able to pass a Federal Background check.
