Jamison Professional Services, Inc. (“JPS”) is currently seeking qualified and motivated candidate for the position of Business Analyst. This is a six (6) months assignment, possible to be extended for another six (6) months.
TASKS:
The selected candidate will characterize and document in models and workflow diagrams the current data gathering, transmission, and management processes and protocols. The candidate will then do the same with proposed data gathering, transmission, and management processes under the eReporting regime. Once the current and proposed future states are documented, the selected candidate will compare the two and recommend how to restructure workflow, redeploy staff effort, and otherwise change the business processes of the Program to accommodate the new eReporting regime. The selected candidate will propose a timeline for these changes that reflects a reasonable pace for the transition, and will indicate dependencies for the transition (i.e., which steps must occur before others to ensure success). Finally, the selected candidate will recommend a monitoring and adaptive management plan to facilitate adjustments after the deployment of the new regime. Executing the above task will involve:
- Capturing and analyzing business processes, and documenting those processes to enable their efficient, accurate, and consistent execution. The documentation must clearly define process steps, and staff roles and responsibilities in the process execution, as well as timelines for process execution.
- Creating and documenting metrics to quantify process performance, and defining accountability mechanisms to ensure timely and accurate service delivery of the data.
- Collecting and accumulating current procedural information through interviews with subject matter experts and analyzing current business processes and documentation.
- Producing high-quality documentation that meets applicable standards and participating in a roll-out to assist staff and stakeholders in understanding the newly developed business process.
QUALIFICATIONS
Selected individual(s) must have the following minimum qualifications:
Bachelor's Degree in business management or related field; 5-7 years of experience as a business analyst or in a related field.
Additional required qualifications include:
- Strong statistical and analytical background
- Knowledge of Business Process Management (BPM)
- Ability to independently solve problems
- Have excellent diagramming and communication skills
- Ability to run workshops and meetings
Minimum Experience:
Emphasis should be placed on a Business Analyst III with a background in defining business objectives, business process reengineering, requirements gathering, systems specifications, facilitation, and technical writing experience.
The selected individual must have specific knowledge and experience in the following:
- Experience with writing technical documentation to translate the knowledge into clear and concise language
- Highly skilled at observing business processes and re-creating those processes into step-by-step training guides
- Ability to quickly grasp complex technical concepts and make them easily understandable in text and pictures
- Experience with Microsoft Office, including Word, Excel, Project, and PowerPoint, SharePoint, Adobe Acrobat and Visio
- Ability to train staff on Standard Operating Procedure documents
- Ability to identify data streams that should be monitored and analyzed to enable diagnosis of process problems and resulting process improvements (performance metrics)
- Experience with the government sector
- Exceptional interpersonal skills and attention to detail to lead content experts through the development of multiple procedural documents simultaneously
Additional preferred qualifications include:
- Knowledge of pelagic longline fisheries.
- Knowledge of fisheries observer programs.
- Experience developing and implementing fisheries electronic reporting system(s)
- Outstanding verbal and written communication skills; and ability to drive collaboration in cross functional projects.
- Familiarity with operations of government agencies
- Creative problem solving skills including the ability to articulate technology solutions to address business problems.
- Proven organizational skills to plan and coordinate IT projects.
- Experience with UI design sprints, wireframes and mockups.
*Government Clearance is a plus
