Jamison Professional Services, Inc. (“JPS”) is currently seeking qualified and motivated candidate for the position of Scientist III.

JOB DESCRIPTION

The contractor shall help enhance recovery and conservation of marine mammals in the Southeast U.S. by assisting in all efforts to reduce bycatch in commercial, experimental, and recreational fisheries.  This includes assisting with implementing the Marine Mammal Authorization Program and the annual List of Fisheries, assisting with all aspects of implementing the Bottlenose Dolphin Take Reduction Plan, the Pelagic Longline Take Reduction Plan, and the Atlantic Large Whale Take Reduction Plan. This includes providing technical and drafting support to rule-making packages and associated NEPA analyses, writing reports that summarize literature and knowledge about marine mammals, working with fishery observer programs to maximize data collection, convening stakeholder meetings or work groups, updating TRT membership, tracking, reviewing and helping to analyze serious injury and mortality data by working with the stranding network and observer programs, and assisting with gear analyses from stranded marine mammals.  In addition, assist with efforts to reduce bycatch of marine mammals in fisheries in the Gulf of Mexico not managed under a Take Reduction Plan such as menhaden, shrimp, and hook and line fisheries.  This includes activities such as providing technical support such as writing reports, working with the observer program for optimized data collection, assisting with stranding data and gear analyses, and other related activities. 

The results of their efforts will: (1) Assist in the recovery and protection of endangered large whales through Section 7 of the ESA and all marine mammals through Sections 117, 118, 102, 101(a), of the MMPA; (2) contribute to efforts that reduce bycatch of marine mammals in the Southeast; (3) complete documents associated with fisheries related rule-making and associated NEPA analyses; and (4) enhance current data information sources so managers can make informed decisions based on the best available science. 


OBJECTIVES

The Fishery Biologist shall provide a high level of professional services and support to accomplish Marine Mammal Branch and Protected Resources Division goals and responsibilities.  Area of assistance include implementing Section 7 of the ESA and  Sections 117, 118, 101(a) and 102 of the MMPA (e.g., prepare marine mammal sections for Section 7 consultations, conduct literature reviews to update and inform Section 7 consultations or status of the species, ensure Section 7 staff are updated on current cumulative impacts to marine mammals in the Southeast); preparing rule packages and NEPA analyses, assuring quality control and assisting with data/information analyses that inform management actions such as marine mammal bycatch reduction, Take Reduction Teams, annual List of Fisheries, and ecosystem restoration.  Attend relevant training to support all objectives and stay current on policies and procedures (e.g., listing, NEPA, rule-making).  Assist with implementing the MMAP and annual LOF as well as implementing Take Reduction Team activities in the southeast and supporting efforts to improve understanding of fishery interactions in areas where there is not a TRT (e.g., Gulf of Mexico). 


REQUIRED QUALIFICATIONS

  • Must have knowledge and experience writing NEPA analyses and regulatory processes (e.g., preparing rule packages, Federal Register notices, responding to public comments, etc.…)
  • Specialized knowledge in marine mammal biology and/or fishery bycatch 
  • Understanding of marine mammal/fishery interactions and human caused threats to marine mammals.
  • Familiarity with the MMPA, specifically Sections 101(a), 102, 117, and 118.
  • Familiarity with Section 7 of the ESA.
  • Expert knowledge, experience and proficiency in conducting literatures searches, gathering and analyzing information and writing reports with attention to detail.
  • Proficient with Word, Excel, Gmail, Google docs, Endnote, and Power Point with strong attention to detail.
  • Ability to conduct basic data analyses in Excel.
  • Ability to communicate and work with others as a member of a team.
  • Ability to communicate effectively verbally and in writing with minimal revision.
  • Ability to apply knowledge of marine mammal and fishery interactions to influence planning and implementation of bycatch reduction efforts.
  • Strong organizational skills.
  • Minimum degree requirement- Bachelor degree in marine biology, marine policy, environmental science or similar discipline.  Prefer MS degree.

Government Clearance is a plus
