Jamison Professional Services, Inc. (“Jamison”) is currently seeking a qualified and motivated candidate for the position of FOIA Analyst.
Job Title: FOIA Analyst.
DESCRIPTION OF SERVICES:
The objective of this contract is to provide support and technical assistance to the FMCSA staff in providing services, as follows:
Support shall include:
1. Assisting with daily FOIA program operations, including intake of FOIA requests, searching for, retrieving, and redacting records, sending out responses, closing out FOIA requests, and records management.
2. Utilizing FMCSA IT systems and software (e.g., FMCSA Portal, FOIA Xpress, Adobe) to complete assignments.
3. Communicating and providing customer support to the FOIA office, FMCSA program offices, and requesters.
4. Reviewing requests and responsive records, conducting research, applying redactions, and preparing correspondence in accordance with FOIA and Privacy Act requirements.
5. Ensuring compliance with FOIA requirements and FMCSA policy in a timely, legal, and efficient manner.
Responsibilities:
Tasks shall include:
1. Program Support
a. Provide assistance to the FMCSA FOIA office in enhancing and maintaining the FOIA and Privacy Act programs.
b. Support day-to-day program operations including processing FOIA and Privacy Act requests.
c. Ensure compliance with FOIA, Privacy Act, and FMCSA policies in a timely and efficient manner.
2. Intake and Case Management.
a. Review, analyze, and log incoming requests and outgoing responses.
b. Acknowledge receipt of requests and, as directed by FMCSA, communicate with requesters to clarify scope and provide status updates. 3. Data Collection and Analysis a. Collect and catalog responsive documents using FMCSA IT systems.
c. Coordinate with program offices to identify and obtain potentially responsive records.
d. Document search efforts in accordance with agency policy and FOIA requirements.
4. Records Review and Redaction
a. Review responsive records for sensitive information subject to FOIA exemptions or Privacy Act restrictions.
b. Apply redactions using FOIA Xpress or other government-approved tools.
5. Drafting and Correspondence a. Draft acknowledgment, interim, final response, and administrative closure letters in accordance with agency standards.
b. Prepare and review correspondence and provide customer service to requesters.
6. Technical Support and Documentation
a. Utilize FOIA Xpress, FMCSA Portal, Adobe software, and other approved systems to complete assignments.
b. Maintain complete and accurate records and files for each request.
c. Provide technical support and documentation in support of FOIA and Privacy Act processes.
REQUIRED AND DESIRED KNOWLEDGE, SKILLS, AND ABILITIES:
The support staff assigned to these tasks must have the following skills:
1. Comprehensive knowledge of FOIA laws, exemptions, and response processes.
2. Working knowledge of the Privacy Act.
3. Proficiency with IT systems and personal computer hardware/software.
4. Strong research, fact-finding, and problem-solving abilities with keen attention to detail.
5. Excellent written and communication skills, including interaction with requesters and senior leadership.
6. Proficiency with FOIA Xpress, Microsoft Word, Excel, Teams, and Adobe software.
Location: Remote
Schedule:
Contractor employees shall perform all work between the hours of 6:30 am and 6:00 pm EST, Monday through Friday (except Federal holidays). The normal work week is 40 hours. However, there may be occasions when Contractor employees shall be required to work other than normal business hours, including weekends and holidays, to fulfill requirements under this order.
Clearance Level Required: Employment is contingent upon successfully completing any required background checks, in accordance with applicable law.
